Policy Recommendations
Changes should be made in Finland to improve the state of highly skilled internationals’ employment, entrepreneurship, and involvement.
We have published policy recommendations on how to do this. Our core message is that instead of developing new services, existing services need to be utilised more efficiently. Accomplishing this requires a comprehensive change throughout society. It also requires internationals being involved more in decision-making that regards them.
The recommendations are based on HIWE project’s research and cooperation with stakeholders.
Livestream of a presenation of the recommendations is available on YouTube and includes publication of our policy recommendations as well as interesting commentaries from Business Finland, internationals, and companies on how the employment, entrepreneurship, and inclusion of internationals can be improved in Finland.
Policy Brief 1: How to Promote Employment and Entrepreneurship of Highly Skilled Internationals in Finland?
We recommend to:
- Promote a comprehensive change in mindsets and policy regarding the importance of international talent in society.
- Ensure that services are easy to find, understand, use, and influence. Develop the service structure and practices of skilled migration to live up to this promise.
- Develop existing skills-based immigration services to make the labour market more flexible and promote the position of highly skilled internationals in the market.

Policy Brief 2: How to Promote the Participation of Highly Skilled Internationals in Policy Making, Service Development, and Workplaces in Finland?
We recommend that:
- Public policymaking for integrating international talent into the Finnish working life should rely more heavily on collaboration between policymakers, internationals, and other stakeholders.
- Highly skilled internationals should be more engaged in designing and improving public and private services that focus on their employment and entrepreneurship opportunities.
- Workplace inclusivity and equal opportunities for all employees should be developed in collaboration with the employer, the work community, service providers, and other employers interested in promoting inclusivity.
